Madrasa Manpower Structure and MPO Policy published on 19th July 2018 has some positive aspects but also some inequities, problems and inconsistencies.
Best aspects:
1 • Upgrading educational institutions by appointing 26 teachers at the Dakhil level, 34 at the Alim level, 35 at the Fazil level and 43 at the Kamil level. 2 • Eliminating discrimination by adding vice-principals at the Alim level. 3 • Recruiting subject wise teachers. 4•10 p: 11. 4 states that according to the rules all the teachers who have been appointed earlier in the institution but have not got MPO will get MPO in the vacant posts as per the current manpower structure. 5 • The transfer system is extraordinary. 6• Age of entry into employment fixed at 35. 7 • 12 page: No. 22 states that the conditions of MPO policy will be relaxed in the case of backward areas, hilly areas, Haor-Baor, Charanchal areas, women's education, disabled etc. 8 • Banning of coaching business and notebooks 9 • Determining MPO of madrasas based on geographical distance and population.
Discrimination and Inconsistency:
A • Page: 8, 7.3 states that higher level teachers should take lower class classes if necessary. B • 12 p: 18. It is said in 4 that if there is any trouble between the managing committee and the teaching staff, if the government part of the salary cannot be collected for any reason, then this salary cannot be collected. In this, the teaching staff will become hostage in the hands of the managing committee. Because the managing committee is more powerful than the teacher-staff. c • In Ghar Alim on page 3, 6, Ghar Fazil on page 5, 6 if it is said to appoint one teacher for each subject as General Lecturer and Assistant Professor (Humanities and Social Sciences) and on page 6, 14 one for each subject at Kamil level. It was not mentioned whether it would be. Out of 9137 Madrasahs in the country, 52 Madrasahs have allowed Arabic University Honors Courses, and for jobs in Arabic subjects, students who have passed Honors from Arabic Universities can apply (Page 16, Box 1) but for Honors Courses. There is no mention of hiring a manpower. E • Manpower structure page 11.3 (b) states that those who have passed Kamil before 2006 will get B.Ed scale without doing B.E.D. .But detractors say Kamil Masters is equal. f • 11.4 on page 9 and 3 on page 16 states that among the lecturers who complete 8 years they will be assistant professors in the ratio of 5:2 i.e. grade 6, salary Rs. It will remain in the 9th grade, the salary is 23500. In these 2 years, the salary difference of two people of the same qualification is 12500 taka. After completion of 10 years, the salary will be 24500 from the 9th grade to the 8th grade. That is, after 8 years of service, the salary of a person with the same qualification is 35500, another person's salary is 23500, thus the other person has to wait for only 1000 rupees more till the completion of 16 years of service. On the other hand, after 10 years of service, the assistant teacher will come from 10th grade to 9th grade, whose salary will increase from 17500 to 23500, that is, after 10 years of service, the lecturer's salary will increase by only 1000 taka, assistant teacher's 6000 taka. G • Presently there are many lecturers in madrasa who are working from 9th grade to 7th grade after 10 years of service. In the same institution, another one will work in 8th grade after 10 years, one will get 29500 rupees and another will get 24500 rupees. J• Govt says Kamil Master's Equivalent. Alim, Fazil, Kamil Madrasa Principal, Vice Principal post educational qualification given (cell 9 of page 17, page 1 of 16, page 6 of page 17) Kamil/ equivalent degree from recognized university means Sirs and Hujurs can apply for the post of Principal / Vice Principal but (17 p: 9, 16 p.: 6 cells) experience shows that no other general teacher can apply for the post of Principal except the teachers of Arabic subject / Theology. If you can become assistant professor from lecturer then why can't you become principal and vice principal. 19 Page: 16 No. and 23 Page: 35 No. It is said that the position of librarian and assistant librarian will not be without Kamil pass. If Kamil Masters is equivalent, if Kamil pass can become a librarian and assistant librarian, why can't he pass Masters? J• 10 p: 13 No. It is said that if the older person joins MPO on the same day, he will be promoted, in this case the educational qualification will not be considered. The matter is discrimination against the talented. If the best student is not given priority in teaching, the education system will lag behind. It is essential to cancel this practice. t • Madrasa Directorate Controller, Madrasa Board Chairman, Assistant Secretary, Deputy Secretary and Joint Secretary, Additional Secretary and Secretary are not Kamil Pass, but if they can run the Madrasa as general then why can't the best student of the university become Principal and Vice Principal. Principal's quota system has been kept for interest. Madrasa teachers will not accept it if there is a discriminatory decision towards Madrasa education.
