Seravanon said, a management team checked the information of 1500 agencies and selected 25 based on the criteria of the two countries. He said, 'It was not decided by any one person. If it was a matter of one person it would have gone to the MACC (Malaysian Anti-Corruption Commission) and someone would have gone to jail.'
