Nearly three years after the announcement, 15,000 teachers of Ibtedayi Madrasas have been included in the eighth national pay scale. Through this, 3 thousand 433 Ibtedayi madrasas came under the national pay scale. From now on the 11th grade of this pay scale, the head teacher of Ibtedayi Madrasa will get a salary of 12 thousand 500 rupees.
And in the 16th grade, the assistant and part-time teachers will get a salary of 9 thousand 300 taka. The government has given this facility ahead of the National Assembly elections. However, it can be effective from next July. This information was obtained from the relevant sources.
Recently, the proposal to increase the salary has been approved by the Ministry of Finance. An additional Rs 183 crore 41 lakh will be required to implement the increased salary. The head teacher of the current Ibtedayi Madrasa gets a salary of Rs. 2500. And assistants and teachers get 2300 rupees. If the new salary structure comes into effect, the salary of the head teacher will increase by 10,000 taka and the salary of assistant and junior teachers will increase by 7,000 taka.
When asked to know, State Minister for Finance MA Mannan said that the demand for increase in salary of Ibtedayi teachers has been for a long time. Considering the humanitarian aspect, the government has fulfilled this demand. This will improve the quality of life of employees working in these institutions.
A senior official of the Ministry of Finance told Jugantar that there is no allocation for the implementation of this salary structure in the current budget. Full allocation will be kept from next budget. However, it can be effective from next July. He said that the government has fulfilled the long-standing demands of the teachers of Ibtedayi Madrasa ahead of the elections.
It is known that since 1994, the teachers of Ibtedayi Madrasa have been receiving grants. In the beginning they used to get 500 rupees. In 2013, the grant was increased from 500 taka to 1000 taka. In 2017, the head teacher's allowance was fixed at Tk 2500 and the allowance of assistant and junior teachers at Tk 2300. They were included in the National Pay Scale in 2018.
A proposal was sent to the Finance Ministry to approve a policy including increasing the salary of Ibtedayi Madrasa teachers. The Finance Department reviewed the proposal and sent a summary to Finance Minister Abul Mal Abdul Muhith.
In summary, according to the existing structure, in an Ibtedayi madrasa, the post of head teacher is one, the post of assistant teacher is three, and the post of teacher is one. These madrasas are running depending on donations. Besides, according to the current salary structure, 11 thousand 700 rupees are being spent on running a madrasa. And 49 thousand 700 rupees will be spent on a madrasa in the national pay scale.
If the proposed salary structure is implemented, the cost of each madrasa will increase by 38 thousand rupees. If the new salary structure is implemented, 183 crore 41 lakh rupees will be spent on these institutions in a year.
The summary further states that currently 1,519 madrasah teachers are receiving grants. There are 4 thousand 529 teachers working in madrasas. If the new salary structure is implemented in these institutions, an additional 69 thousand 26 crore rupees will be spent annually by stopping giving grants.
Apart from this, another 1 thousand 914 institutions are out of grant. If the new salary structure is implemented in these institutions, an additional 114 crore 15 lakhs will be spent.
